The fallout of Aoi’s clique’s raid on the Bureau’s headquarters further radicalizes Hanako to their cause, deepening the rift between her, Koharu and Shinju — especially when the latter two suggest that the two factions may be deliberately being set up against each other. While Koharu and Shinju attempt to get to the bottom of the manner, Aoi fulfills her promise to Hanako by restoring Ueno Asaharu to life as the clique’s newest member. In the meantime, Shinobu decides to focus all of her efforts on arresting Aoi. She contacts Hanako’s parents to inform them about her involvement in Aoi’s raid, causing Hanako to run away from home in a panic. Furthermore, Shinobu orders Yui to investigate Kotori Ito and the mysterious Fujiwara clan she claims to hail from. Yui manages to track the hints she’s been given down to the clan’s secret library, where she is met by Kotori’s father, who explains the Fujiwara clan’s purpose — to gather and broker information about events past, present and even future. The clan only exchanges information for favour, however. In defiance of Shinobu’s orders, Yui asks the patriarch if he knows who her “boss” truly is, which is answered with a proposal — If Yui brings his daughter back home, she will find out who and what Shinobu Nagano truly is.
On the other side of town, the girls in Aoi’s clique continue preparing for Walpurgisnacht’s resurrection while Aoi comes fully clean to Hanako about her plans — she is not merely summoning Walpurgisnacht as a deterrent, she is planning on using it as a weapon to cleanse the world of evil and oppression, starting with the Bureau. Meanwhile, Shinobu receives a call from her former prisoner, Chiemi Takahata. Wanting to clear her own name as well as Akari’s, Chiemi offers the location of Aoi’s home in exchange for clemency. Convinced that will this information, she will be able to resolve the conflict without any further bloodshed, Shinobu instructs the Bureau’s troopers to prepare for a coordinated attack on the manor, which infuriates Yuna.
As the animosity between Aoi’s clique and the Sixth Bureau escalates, so does the unrest on Mitakihara’s streets, with protests and riots against the Bureau’s oppressive policies becoming a common sight. This consternation is further exacerbated by the ongoing campaigns for the mayoral elections, especially by Masato Yasuda, who continues to run on a conservative “law and order” platform. In his attempts to bolster the image of a family man, Masato aims to involve his daughter into his campaigning, even resorting to manipulation, blackmail and extortion to get Satomi to play the role he envisions for her. When Satomi scrambles for ways to defy her father, Kyubey appears to her, proposing she makes a contract with him to both escape her father’s abuse and enact her revenge on the woman who condemned her to this life in the first place — Cecilia Ambrosi.
The next day, Shinju and Koharu decide to head to the mansion to look for the missing Hanako and confront her. Upon arrival, however, Bureau vehicles and helicopters surround the manor and dozens of troops pour in, looking for Aoi, who promptly retreats to a secret room in the manor and begins the ritual to summon Walpurgisnacht. Infuriated by her friends’ apparent betrayal, Hanako demands an explanation as to why Shinju and Koharu led the Bureau to the manor. Shinju attempts to de-escalate, but Hanako, full of grief, attacks her friends, forcing Shinju to fight back. In the meantime, Shinobu has discovered the basement where Aoi is hiding, but as the Bureau’s soldiers storm in, Aoi finishes the ritual, merging with Walpurgisnacht and obliterating the entire strikeforce. Much to Aoi’s surprise, however, Shinobu immediately regenerates, revealing her true identity as Anisa Nobunaga. After a long, destructive fight, Anisa manages to overpower Walpurgisnacht and render it inactive. when another battalion of troopers rushes in, under orders to arrest her for treason against the Bureau. Anisa tries to fight back, but, much to her surprise, realizes her powers have disappeared again, rendering her defenceless against the Bureau’s technology. When the troopers also try to seize Aoi, however, Yui interferes, warning that if they want to take Aoi, they will have to get through them first. With Anisa in chains, but without Aoi, the Bureau retreats.
With peace having returned to the forest, but half of it having been destroyed, Yui digs through the rubble and finds Aoi, who is forced to give up Kotori’s Soul Gem. Remembering Fujiwara’s prediction that if Yui got her answer, so would he get his daughter back, she leaves, but not before receiving a phone call from a man claiming to be the new director of the Sixth Bureau’s Mitakihara Branch, officially terminating her contract.
